Can someone say for sure if the 2 electric fans in front of AC condensor are
1. supposed to run on low speed all the time while AC is on,

(OR )

2. do they normally run for short burst of 10 seconds
or less every 45 seconds or so ?

Mine seems to run like I described in No. 2. My cooling is not cold enough while at slow speed in traffic. It is better (but not really as cold as I would like), at highway speeds.
