Had the car been lowered with aftermarket springs?

Too low is a rare complaint here.... usually too high, etc.

Also, if the cat is dragging could something be mis-aligned, bent or a rubber hanger bad?

The simplest thing I can think of is to check the rubber spacers at the top of the springs by counting the "bumps" on their outer edge. There are several thicknesses available and the difference is amplified by nearly 2 because of suspension geometry.
