Honestly I have never looked to see if the electric fan turns when I turn the key but will tomorrow morning. The belt is good, I can spin one by hand and the other turns. I have just never seen them turn on their own. I have read it only goes on if the AC reaches a certain pressure or if the coolant temp exceeds 100°C but if it is supposed to cycle when you put the key in I haven't noticed it doing that.
