I assume that you have a full or partial charge in the system. Try jumping 12v to clutch and observe if you begin to cool. If the clutch doen't engage, it's the the clutch. If not, you may have a problem with the controller. The recirc rocker switch has a light or a fiber optics cable attached. If all of the other switches are lit, you probalby have a loose cable or burnt out bulb.
