It could be any of the things you mention, but the Glow Plug Relay in my SDL also varies the time it powers the glowplugs according to the ambient temperature. when it is cold it 'glows' much longer than when it is hotter outside.
I would do a saerch on "Glowplug Relay" and see what you can find.
