Those foam insulated tubes that come down from the chassis on each side of the transmission are for your AC condensation. That is perfectly normal. Water can gather on the topside of the encasulation panel, but will dry or run off. Nothing to worry about. The tubes are designed that way to elimate noise while the blower is going. You can buy the tubes and replace them, cheap and easy if you feel like it. Happy Benzing!
