But seriously, the postal civil serpent exams, unless they have changed a lot, basically just see if you can read, write and cypher (not that they won't hire someone who can't

). It used to be that the tests were given rather infrequently, I imagine that is still true. So after they conduct a test session, they have a large pool of candidates to pull from. Some of the candidates may get special preferrence which puts them at the head of the line (veterans, etc). It generally takes a while, but eventually you will get called.
