hi Ken i think that you have got yourself a burned out fuel pumb and fuel pump relay.When fuel pumps start seizing up ,they draw more currant.to a point where the relay says that is it.now from whom you bought it,they just fixed the relay so it does not blow .And yes 30 is positive and 15 is ignition power,and no the fan should not be conected to this circuit
