A partial response:

1. Wheel bolt torque spec. is 110nm

2. Usually dust covers only used on front wheels - as front brakes are the most prolific dust producers. I would just switch them from back to front. Also, make sure that when you have your wheels balanced, that they balance them with dust covers installed. It makes a difference!
