Money that was requested for various shoring up of levies has been diverted -- the part of the Pontchartrain levy that failed was recently repaired, in a substandard manner.

They're saying that just before the congressional recess, they voted to delay work on the levies!! And this in a period when hurricane activity has been unusually savage.

Word is that FEMA monies have been diverted to Iraq recently.
