That makes more sense. It just goes to show you how a simple article can't get the facts straight. The article stated that $13 Billion would be distributed in this manner, if I read it correctly.
I honestly believe that there is nothing these news outlets won't exaggerate in order to sell copy. There should be some responsibility, somewhere for this BS.
