The "middle section" of the rack dampner deal is the locknut. The outer most part is the bolt itself.

If you are curious about it, take it out and have a look see. Won't hurt anything. Just need to find the right setting.

Just be aware that it won't help your shaking if you have unbalanced injectors or other problems.
