In answer to the original question, I worked on mine a year ago and I do seem to remember a third screw on the inside, however, I don't recall it being painted. It's been awhile though. If it is not rattling I wouldn't worry about it. On the other hand, if you had the door apart, why not just look?

In answer to the second question, it is not too hard. The main problem of course is getting the door panel off. Also the replacement chacks don't have the strap painted of course. They are just gold colored.
