a couple of thoughts
1) tires that are not round? would feel all the time
2) uneven torque on lug bolts warping rotors
3) dirt/rust on hub behind new rotors causing excessive runout

Has the actual total rotor runout been measured? Must be no more than 0.005"

A bent axle will cause weird feeling and will bent rim(s) Check mounted tires for radial and axial runout.
Check that calipers are not binding and float freely and pads are also free to float.
