may be the temp interlock sensor. mine is located just in front of thermostat. this senses engine temp and tells ACC to come on when engine is up to temp. If this circuit is bad then the only way to get the ACC to work is by first starting it with the defrost button. Once started the ACC should function properly, all speeds, all modes. If this is not the case (full function after "jump start") then it could be fan or PB unit or temp regulator or fan regulator
