Rust - Hammerite

Folks,

I'm noticing some surface rust starting just above and behind my rear bumper cover. I have some as well on the inner front lip of the trunk lid.

Any recommendations on how to attack this? Now that I figured out how to remove the bumper cover (with the usual forum help), it should be easy to get to.

I read ALL the posts on different products to use. Since my vehicle is white, I decided to find something that would go on white (preferred) or clear that I can easily paint over if necessary. The only product I found that comes in white is "Hammerite Rust Cap" in the US or "Hammerite" in Europe.
