Is my injection pump going bad?

Everytime I pull into work now, my car is heated up to about 80 degrees Celcius (not quite all the way) and when I put it into park, the idle surges over about a 200 rpm range. I don't notice it at any other times. It's only when the car is not quite warmed up. I have a new rack pin in the injection pump that I installed a couple years ago. It's not shaking. The pin, though, is adjusted all the way in (I had to put it in that far to stop the shakes). A mechanic that I mentioned that to told me because I had to put it all the way in, that might be a sign that my injection pump is going bad.

Now I am really worried. Is this surging at just below full operating temperature a sign that my injection pump is wearing out?
