cruise control vacuum connection 617 300td 1983

I'm trying to work out where to conenct the vacuum line to the cruise servo. There is one connector 'blanked' with a small bolt but that connector is 'downstream' of a yellow plastic device that looks like a check valve - Does that make sense? Or should the vacuum motor be connected directly to the vacuum tee off the pump?

What's the purpose of that 'check valve' - the lines coming out of it then pass thru the bulkhead into the driver cabin area.

That must be a UK feature. The US versions have electric CC actuators.
