83 300SD vacuum help

Hello all,
I have problems with: shutting engine off and climate control selection on my 83 300SD, before someone points me to the pump vacuum incoming at the splitter near the breake booster is 25lb at an idle. I have removed the center console and if I detach the red hard plastic hose connecting to the lower point of the climate manifold (I measure approx 22lb vacuum at that point) if I cap the plastic with finger engine shuts off as soon as key is turned, on the other side of the first rubber tee this hose connects into I cannot get much more then .5lb question: is this normal, is the T a vacuum reduction. What should be my measurament at this point?
