Center A/C Vent, '91 300D

The center vent of my A/C does not work, it is not the center turn / sut-off. From other posts I understand that this is vacuum controlled??, and the dash needs to be removed to fix. Is there any way to "open" the vent without taking the dash off, I don't care if the vent is always open.
