Parking brake help for 1983 300d

I am in the middle of replacing the parking brake shoes on my 1983 300D. I started this project when I found my Right Rear tire to be dragging. I attempted to adjust the start, but, i could not get enough adjustment to stop it from dragging. Upon disassembly I noticed the pads where worn down and were separating. Now I have completed replacing the new Shoes, but cannot get the rotor back on. I have adjusted the star as close as it will go, but the pads still stick out to far for the rotor ro fit back on.

What am I missing?
