My "new" 79 TD will not start

I pulled the injector lines and glow plugs, wired the stop lever closed and checked the compression. I got from front to back, 260,280,260,280,280
and the IP is still squirting through a shop rag I have covering the ports.
When I pulled the GP's out, there was a lot of black liquid. mostlikely, soot and Diesel fuel, but the OIL level is quite a bit above the full mark.
any Ideas?
I have read the "won't start for anything" thread, so I think the IP is pumping too much, or not in time.
all help is greatly appreciated.

a little more info would help. have you ever had it running?

i am going to assume not. your compression is sufficient it should run and start. i doubt that your car is supplying too much fuel. i suspect the glow plugs. make sure they are working before you go any further.

if you cant wait you can probably start it with a pull even if the glows are not working. you will need to get it up to about 30 to start with an automaitc.

if it will not start with a pull then i would suspect fuel delivery. but if you are getting fuel in your rag that is probably not the problem.

if you have not yet, change your fuel filters and air filter too.

Sorry, no, it has never been running since I got the car.
the PO sold it cheap because of this. a pull start may work, but I want this to be a daily driver for my wife, so pull start is NOT an option.
I am concerned that there is so much fuel in the GP hole. I have the Stop lever wired totally shut, is it normal for fuel to squirt in this state?
The oil level being so high has me concerned of overfuel and possible runaway!
before going any further, I will install and convert to pencil GP. fortunately I have a parts car that was already converted... with large thread pencils, not adapters, but oh well.
I want to clean out the prechambers before going much further, should I use carb cleaner or some other such chemical, or leave it alone?
I will of course drain and fill to the correct level the motor oil.
