79 TD Cruise control problems

Search only pulled up one repair on the vacume type cruise control. and it was related to a jumpy speedo cable. my speedo is smooth, but the cruise will not hold any speed. sometimes it will accelerate while I hold it in accelerate position, but it will not hold.
is the vacume type of CC similar to the motorized type? IE, will it have a computer under the dash that needs to be resoldered? I have had moderate success working on the CC on my 82 SD, but I have not even started troubleshooting my TD. and I plan on taking it to ohio in two weeks...
in the glove box, was an old cruise control lever that the PO must have replaced. does this bode well?
