Simplest solution is to disconnect the whole door lock system from the rest of the vacuum system. Under the hood, in the general vicinity of the oil filter/vacuum booster, you will see a yellow vacuum line. Disconnect it and plug the hole towards the vacuum pump (front of the car) with a golf tee. Shut off should now work and you can chase down the vacuum leak in the door lock system at your leisure or simply operate the doors manually.
