87 300d throttle linkage adjust problem

I am attempting to adjust my throttle linkage on my car, since I found my bowden cable to be out of whack and my IP was replaced by a ham-fisted previous owner. I figured the throttle linkage was probably all screwed up when he swapped the IP. The car has decent power, but I think it could be better. So far my problems are:
1. The ball-end connecting rod which attaches the control lever of the IP to the "relay lever" is supposed to be adjusted such that the roller rests against the end of the slot in the "variable fulcrum lever" free of tension. The initial setting is said to be 154+/- 1 mm. How does one measure this? Is it done by removing the connecting rod and measuring to the center of the sockets on the ball ends or measuring between the shoulders of the ball ends where they meet the connecting rod? No matter how I adjust this connecting rod, it has no effect on the position of the black rubber roller in the slot of the variable fulcrum lever. I have tried adjusting it to both extremes with no effect.
2. When the "accelerator control lever" is pulled to full load, the same roller mentioned above is supposed to stop 1mm before the opposite end of the slot in the variable fulcrum lever. This is achieved by adjusting the end of the connecting rod up or down in a slot in the relay lever. The only problem is, I have adjusted the connecting rod all the way up said slot and still have not achieved the 1 mm gap between the roller and the end of the slot in the variable fulcrum lever. Seeing this, I surmised that the connecting rod is indeed set too short. I tried lengthening it, and found I was then able to adjust the end of the connecting rod in its slot in the relay lever to achieve the aforementioned 1 mm gap between the roller and the end of the slot. All of this leads me back to how do I adjust the length of the dang connecting rod properly? I also noted as I was doing all this that if the linkage is adjusted so the roller actually hits the end of the slot in the variable fulcrum lever, the IP control lever can actually be hindered from reaching the full load stop on the IP which would rob the engine of power.
All these names of different parts come from my factory manual. I hope someone out there knows the terms so this makes sense. I guess the basic question is how does one set the length of the connecting rod?
