1980 Turbo 617 300SD Anyone know how to adjust idle?

I recently purchased a halfway decent shape '80 300sd and the best part about it is it's got a good running 617.950 turbo onboard. Whoever had it before me disabled the stop button by screwing the rack damper screw (I think that's what it's called-it's the big screw with the lock nut on it on the Injection pump) but anyways, they used that to set the idle speed. That's fine but it is impossible now to push the stop button because that limits the travel of the throttle linkage. So...

1. -I'm planning to undo all of that. But now, how do I adjust the idle? I think I read somewhere once that it's adjusted by the cruise control cable adjuster. Is that correct.

2. -Also, any tips on adjusting all of the linkage? I've messed with it on other cars but without any reference so I think I'd be better leaving it until I know what I'm doing.
