'83 300CD not downshifting !!!!!

Well I thought it was the brakes but it appears my car woes are due to the bugger not downshifting. (Davey Pittman doesn't help with the woes either!)
1-2-3-4 all fine and then she stays in 4th and lags anytime you slow down and then try to get going again. I can down shift manually and it comes down ok. I'm not a AT expert and actually have held off learning (and held off getting a mighty vac! haha!) but I was wondering if I could get a concise explanation of how these 123's dowshift (vac or hyd pressure?) and a good list of all the bugger spots to tackle.
(just to note: The bowden cable is adjusted perfectly and I've visually gone over it (vac lines "appear ok")...I just put on a new pan, gasket and filter.
Fluid is right on the money while idling.)
