240D shock install?

I recently installed new front Bilstein shocks and now have observed a problem. I installed the new components exactly as the old ones came out but had an extra set of the large rubber grommet style washers that install on the top of the shock under the hood. Everything seemed to go together perfectly but after driving the car there seems to be an extra 1/2 inch of screw stud coming out on the top shaft where it attaches on the fender well under the hood. There is not enough screw threads to further tighten the rubber washer down. Was the extra set of rubber washers meant to go on the underside of the of the fender well on top of the rubber shaft boot.
