The only thing I can think of is to take the crank handle and the door skin off and start looking around for what might be wrong. Lubricate moving parts while you're in there.

I've done electric window 300's several times. First time takes a little longer because you have to find all the fasteners and figure out how things come apart, maybe 20-30 minutes for skin removal. Now I can do it in ten, maybe less.

You will need to pry out the little plastic insert inside the door handle thingy, then undo the phillips screw in there. There are a couple more easily found phillips screws for the armrest. The chrome surround for the latch mechanism comes off with a phillips, and then you have the snap fasteners all around the door. I'm probably forgetting a screw somewhere in case anybody cares to chime in.

Yup get yourself an actuator and have at it. Til then you have to pop the skin off and secure the window manually. i used a piece of wood molding zip tied to the channel to block the window up until I got an new actuator.

On my 95 the panel was a snap to get off ONCE you saw where all the fasteners are and knew to pry up. Search it here, maybe in the DIY secetion, its was an immensely valauble diagram. Then I had to do my wife's 99 wagon a few months later. Again, find those diagrams here, it makes it a breeze.

Yeah, its probably a broken regulator or perhaps just the wheel on the end is broken off. YOu'll just have to open it up and see what is wrong.

Good luck.
