Found source of water leak, need help patching hole

I have a water leak. It stems from a clogged drainage hole in the pocket under the driver's side of the hood. Unfortunately there appears to be a rusted spot that has developed in the same pocket that still allows water to enter the cabin, even after I unclogged the drain. Has anyone had a similar problem? Since this doesn't appear to be a structurally integral part of the car, I was wondering what the best way to patch this rusted spot is. Welding a patch? Some miracle product?

Epoxy and glass cloth.

I did some googling on glass cloth, and I couldn't find a product that seemed appropriate. Is there a product name I should look for?

Any fiberglass cloth should work. E-glass, S-glass, woven roving etc.

I just did the other side... the one it normally occurs because of the battery vent... and I just went to NAPA and got a Fiberglass Repair kit. Comes with a can (maybe a Quart?) of Resin, Activator, small mixing tray, Mixing stick, trowel and a pretty large piece of Cloth for about $28. All you need is a little Plastic sheeting or Wax paper and your off. You need to clean and rough the metal and dig out the rusty lose stuff and form it carefully around where that normal drain hole is to direct it down to that again. Wear some Nitrile Gloves. Protect the car surfaces and things around it. Do a couple layers of Resin soaked cloth and criss cross layers if possible.
