What's this hole?

I was underneath the car yesterday and noticed a large round hole in a frame member. It's obvioiusly supposed to be there--what's its function and should it be capped over with something or is it intended to be open like this (see pic). Thanks!

it looks like a tube for strengthening the frame section you are picturing. I can't tell what part of the car it's on.

Sorry, this is towards the front of the car. The camera is immediately behind the front right wheel. The shiny bolt and nut below the frame member in the picture is the pilot bearing (transfers motion from the steering mechanism to the rods which move the wheels).

That is the tube that attaches the idler arm to the frame of the vehicle... look at the other side of the hole.
