What is this part?

on my 83 240D? There's a sensor and a plug. It's on the water pump housing or near it.

I don't see a pic but I think your talking about the "temp lock out" switch for the AC.

What's it suppose to lock out? Mine are not connected. Sorry about the pic. I'll try to fix it later.

If the coolant temp is below 40C it will not allow the heater to turn on until the coolant is above 40C.

Pic should be there now. Are the 2 blue stubs on the sensor for vacuum lines or electrical connections? What about the plug next to it? What else goes there?

thats a thermo vacuum valve for the EGR valve.

anyone know what would happen if the switch failed? would the heater not go on or would it just start immediately.

Depends on whether the switch fails to the open or closed position.
