I would add some biocide as well. My favorite is VALVTECT BioGuard Fuel Microbiocide.

"Specially formulated biocide for marine applications. Test proven up to 90% more effectivethan other products and works in as little as 2–3 hours versus other biocides that require up to 36 hours.

* Kills bacteria quickly
* Breaks up slime
* Prevents filter plugging and corrosion
* Pint treats 480–960 gallons"

Am I totally off base here?

I would have first guessed the black particles to be coming from the inside of a deteriorating fuel line tank hose.

If that were the case, I'd expect weeping/leaking fuel lines and raw fuel smell. I had at first thought it may be asphaltenes or tank varnish. But when I re-read it

Never heard of that, but bacteria in the fuel is common as dirt ().
