Arrow 1984 300SD, Cali Car, What does the rack sensor do?

Hi,
I am having trouble getting my idle steady when the motor is cold or at operating temperature.

When the motor is cold the idle is just right, the motor is smooth.....as soon as the motor gets to operating temps and I stop at the stop sign, the idle is HIGH and I am getting a rough idle..... So I go home and adjust the idle down and it is smooth again.....But then when I go to start the car in the AM, it does not want to idle because it is set to low!!!

So, now through my searching this forum I see my IP has an fuel rack position sensor.

Can this be causing my problem in some way, I see it is controlled by a control box, that is being controlled by.....temp, RPM sensors, a switchover valve,vacuum converter and a vacuum converter.

Anyone know how all this works and if it will effect my Hot/Cold idle?

it has no effect on the rack.

it is only an electromagnetic sensor and makes no contact with any moving parts in the pump.
