Weak Rear Window Defroster defogger

Weak Rear Window Defroster defogger

My rear defroster is having trouble keeping up when it's 20 degrees or lower like it is today. It heats up, but does not really melt the snow and ice. Would replacing the relay provide more heat, and if so where is the relay located?
