1995 E300D running slow and cool

Working on my friends E300D. Going to attempt glow plugs.

: It has 606 engine. I notice it runs pretty slow off the line. Unless I downshift or floor it so it downshifts, it seems a bit slow. It will cruise at 90 on highway no problem.

Are these 606 non turbos just a bit slow? I'm used to a 603 turbo without an alda.
