Yeah in this state these inspection stations are hit or miss. Seems like everybody and their brother has one. Some of them seems to only care about the blatant stuff and others are very respectable. I had a local woman tell me about an inspection station that slapped a sticker on her windshield after literally just driving her car around the building.
Dont know about the stars after driving, never rechecked them. Adjusting the cable underneath will take less time than jacking the car up and setting the stands. Sounds like your on the road to recovery tho

If the shoes hadn't been adjusted in a long time, they may have scraped some debris off the inside of the drum or "bedded in" a little tighter after some use. That would make them seem loose again.
