300SD front height

When I bought my 83 300SD the previous owner had replaced the springs, shocks, ball joints and control arm bushings. Now, the car looks to be 2" high in front, and I get some shaking at speeds over 62 MPH.

The springs that are installed are the correct number for the 300SD, and changing pads from 23 to 8 MM won't get me that much lower..?

Any ideas on the problem? Why/how can my car be this high if the correct springs are in it?

Thanks in advance. My mechanic is stumped on this one....
