What is this piece on my '95 E 300 Diesel?

What is this broken piece I am pointing at on top of the engine in my 1995 E 300 Diesel? Is it a speedo cable or throttle or something else that might be making my car sluggish? The gray plastic piece to the right of my hand is supposed to screw in but it is broken and loose. Thanks in advance!

it looks like the clip that holds the accelerator cable in place.

that would certainly make your car sluggish...

Can I replace this plastic adjusting screw or do i have to replace the whole cable?

It appears to be part of the cable:

The threaded piece adjusts to take slack out of the accelerator cable at its tail.

Also replace the black rubber piece near the tail called a guide part A 202 301 00 93. When that piece rots, the cable tail gets disconnected from the lever, and so car no go!

You have to replace the whole cable. Not a big job. Disconnect at the engine, disconnect at the accelerator pedal. Tie an adequately long piece of parachute cord to the the pedal end, pull the old cable and cord rig through the firewall into engine compartment. Pull the new throttle cable back through the firewall with the paracord. Reconnect things. You have to remove the panel under the dash. I did this job a month ago. No biggie.

Note. Look carefully at the way the cable end stop is configured at the throttle linkage. It took me a minute to understand it.
