I would not call R134a an "upgrade..."
You asked for advice and the best advice I can give you is to stay with R12.

There is a craigslist ad from someone close to you advertising 20-25lbs worth of R12 "freon 12" for $100.

Is it true that he could install the R134a kit anyway, but recharge with R12? Is the R134a o-ring kit backwards compatible? If so, he could do that to help resolve leaks. Replace the drier too. Then get it leak tested, and the compressor tested, then recharge with R12.
Regarding testing the compressor, there is some help here on how to jump the appropriate pins on your climate control plugs to get the compressor to kick on. Middle-aged Mercedes Electrical Repairs

Is the compressor clutch engaging?

Excellent advice. It's easier on all the components, works better, does not leak as easily, and takes less power to run the compressor. 134 will work great 90% of the time, but come that hot, humid day when you're sitting in traffic, the 134 will fall on its face.
