The Kat 28216 is the right part for it? I will be getting one tonight from a local source. Without good glow plugs starting it cold is too hard. Anyone had success installing from up top or must you get below?

Yes thats is the one I got

from NAPA KAT28216 and I installed it from the top giving the EM and Turbo outflow pipe as much berth as possible. I wire tied it to the HVAC heater hose on the passenger side then loomed it through the air filter clips as someone mentioned here before then down to the door on fender

I did have to scuff the block heater prongs and tighten the lock nut a good bit to make a good connection. 1st attempt at hooking it up didn't seem to work at all.

On my 98, I installed it from the top. I have the cord angled away so it doesn't touch anything too hot and then snaked around and resting between air box and expansion tank. Seems to work fine. Since it's so convenient, I'll probably just removed the cord during Spring-Fall. If I need to, I can close the hood with the cord coming out.
