722.3 on w 124 300 Diesel Turbo problem

Hi to everybody and thank a lot for all you do.
I am new with W 124 as I bought one for cheap and I really love it.
I search on this forum but I do not find answer to my problem.
So car is w 124 .133 1992 engine is Om 603 960. 400.000 Km
On user manual is wrote that normally car start in 2nd and put first just under load or heavy acceleration.
Mine start ALL the time in 1 st even if you just press gas pedal very very slowly.
I tried to loose a little bit Bowden cable what I had is that I had 2 to 3 and 3 to 4 at low rpm but 1 to 2 all the time at about 1500 or 2000 rpm.
I think vacuum control is just to have shift more firm or less if I understood .
May be I have bad kick down switch? Do I have one in this car?
If I put in 3 car shift 1to2 and 2 to 3 Ok no 4 OK
if I put to 2 and this is problem car start in 2nd and stay in 2 nd.
Really do not understand
valve body problem?
