Very low force of heater blower

Hi guys.

I have a 1993 500SEL, and I think I have a problem with my heater blower motor and/or regulator. When the temp settings are set to heat, I get very little force, or blown air, coming from my vents. I try the red "booster" button in the center of the dash, and it just won't blow. In the summer, the AC blows good and hard, and so does the defroster. It's only the heater that seems to be kaput. So, my question is this. Does the heater blower motor indeed only "blow" the heat? If so, are they hard to replace? I see it's about $700.00 for the part w/ regulator and fan, so i'm hoping it's only the motor
