One thing to be sure to check would be to make sure the throttle lever on the injection pump is going to the full throttle stop. I fixed a few old 220Ds and 240Ds that just needed the throttle inkage adjusted to make it go all the way to the stop. Those things are doggy enough without getting full throttle out of them!
