Pneumatic / vacuum central door locking: advantages?

Anyone knows if they are that, contrary to electrical systems, pneumatic / vacuum central door locking works:
* even if the battery is dead?
* even if the car is flooded / submerged, i.e. the electrical system shorted?
* and / or else?
