panel from spare tire compartment?

I am working on my brothers 2008 GL 320 and cannot figure out where this panel goes...size is 23"x13" Also it seems the jack does not fit like it seems it should in the carrier inside the tire wheel. Anyone with pictures on how this is supposed to go back. Thanks!
