While i have no idea if GWB has anything to do with this incident, i posted another article a while ago where he didn't provide requested funding for the IRS so they could perform more thorough or maybe just more audits. SO it could have some linkage to current policy. The gov seems to be taking a lax approach towards tax payments during these hard times we are having.....
In the end it amounts to a savings account for the gov, as the day will come when they do get more funding, and then everyone pays, plus penalty and interest. Ugh
