It seems obvious it's just a joke. If the reserve is not met at $1M, the seller doesn't want to pay eBay's commission at the end of the auction. Great idea, call his bluff, bid $1B or whatever it takes to get past the reserve. Heheheh.

Of course it is. Focus on building you own name, rather than buying someone else's. The main reason big buck purchase dot-com businesses have failed is that the buyers lack business acumen, as demonstrated by the foolish dot-com expenditure itself.
