My bad, you're right. My cousins live in Uruguay and back then supported (to their later chagrin) Uruguay's voted-in suspension of it's constitution and descent into military dictatorship.
It was the same pattern as Argentina. They (cousins) say that two good things came of that blunder: destruction of the Tupamaros and a break of the oligarchic stranglehold of wealthy landowners on the government, which has allowed the middleclass to gain considerable power.
