We had a chest freezer that was about 15 yrs old when we stoped using it our electric bill dropped about $15 a month after we disconnected it the new one which is larger burns about a third of what the old one did.
Time to upgrade

Since your dishwasher is 15 years old it wouldn't hurt to rip it apart to try to find the problem. Worst case you will need to replace a 15 year old dishwasher. The new ones are built cheaper. My last one only lasted 6 years however we do at least 2 loads per day.
